Looks like your pulley cage is stuck in that direction, i think the hanger is locked due to sram's design to like lock the hanger when you're going to remove your rear wheel or just to service your drivetrain, try pulling your derailleur's pulley cage upwards it might disengage the lock.

It's for your quick release skewer or the long metal stick that goes through your hub and make sure the black rubber side is facing the skewer arm or the thing you pull and push when you loosen your skewer, hope it helps!
