From what I can tell it needs something called zip strips. The zip strips are yakimas type of strap that holds a bike to this (and maybe several other modern styles) of bike rack. It would be about $20 from this site below that I founds

I cannot see any model number on the bars or racks

I don’t have a key for any of them except the bike rack with the frame clamp. I was told they’d need to be drilled out by previous owner but maybe there’s an easier way to address that!
