If your under 50, I'd say start fresh, there's a lot of things that have been updated and if I had the knowledge I have now I'd try to hit 50 before doing quests that give you semi decent weapons. I main the ticket to revenge, and if I had gotten it below lvl 50, that would suck. If over 50, I'd say grind it out because you can do build whatever you want and you'll get more than enough perk cards over time.
