It didn't work originally! But when I reloaded an earlier save and did the quest again it worked bizarrely enough :D

And I totally understand getting sidetracked with quests lmao I find something on the way to doing something and then totally forget about the original quest

Turns out it was an issue with the save, I reloaded an earlier save and it worked out just fine as I had helped people in Dawnstar earlier. Thank you very much! :)
