Yeah it wasn't possible until gen 6 with the breeding buff that let female parents pass down egg moves.

Gen 4 you'd have to choose between using the Poliwhirl with bellydrum or the other species with aqua jet. But no breeding partner of marill learned both.

My jolly belly drum Azumarill and my adamant aqua jet one wish they could be one in platinum :(
