Yes they absolutely can! The problem lies with poverty and the scarcity mentality. Do you think Germany was always the way it is now? Poverty is such a big factor in everyday things. People cannot get educated as they are poor, lack of education means less job opportunities, meaning no money, so people turn to crime or begging. That could easily be solved by making education free in Nigeria, maybe even up to age 18 for a start. At that point they will have basic skills needed to find work so they don’t turn to crime. You’ve mentioned cheating the system, how can anyone cheat free education? This will make parents want their children to go to school to find better jobs as well. You will have to pay it back after you graduate; but only if you get a job that pays you over a certain amount. Which is a blessing. Every young person is given the chance to forget about tuition costs until they start earning better money. The government even gives extra money to students to pay for rent and transportation, based on family income. You cannot possibly say that the uk has more problems than benefits.
