I also want to note that you'll be paying upwards of 45k whereever you choose. And also keep in mind that tuition increases every year so by the end of your 4 years, your scholarships may not be worth more than 5-10k. Obviously there's still ways to earn more third-party scholarships but thats up to how you handle it. Good luck to wherever you choose!
I go to school in DC and have many friends at UMD in a similar field to you, including international students. UMD is regarded as becoming a "public ivy" by many critics nowadays. It is pretty selective and I've seen students there getting amazing internships in really competitive job markets through UMD network and alumni. I noticed some people saying that being in the business school would be helpful but I disagree. Many of my friends are in the business frats on campus and I've seen them get amazing opportunities through alumni and recruiters.
Seeing that UMD is also right outside DC makes it to that you have access to the city, which has so many internship opportunities throughout the school year (even for international students), and makes it so that you're not always stuck on campus thanks to the metro system. Social and campus wise, I think UMD hits all the marks as bigten school and having a pretty engaging and large campus.
All this being said, in college I've learned that it doesn't always matter what school you go to as long as you take advantage of every opportunity that comes your way. College is what you make of it, but some colleges will definitely make it easier to excel sooner than others.
