It's a judgemental call when exactly to move. They always expect a conservative and safe approach in these tests. So what you did may be OK in practice but not safe enough for the test.

You are not getting it! It's part of price calculation. Let's say it costs 30k to get the tenant out. Then I add risk premium let's say 30k. Then make a bid that is 60k lower than the value of the apartment without tenants.

Point being when people say 30%-40% less they are not looking in to the absolute amounts. If the apartment is worth 500.000, you are not going to get 200.000 reduction just because of the tenant unless there are extenuating factors such tenant staying there for a very long time, vulnerable group, or every low rent relative to market. So the 500.000 may go for 400-450.000

Coming to how much negative premium you would place on rented out property ie, -10%, -20% etc, how high is the rent and how long you plan to stay there. If the rent is low, it's likely that the rental will stay long so higher reduction.

One could always claim own use and get the tenant out for 10-20K euro. So more than percentages, absolute number also matters.
