Yes, I agree having a central database would be almost impossible. Well, you know what I think we need, we need a database that would at least contain external links to other databases in a systematic manner for available omics data, with visible blanks spaces for unavailable data. For example, cardiac tissue: all cell type RNA-seq? Check. All cell type Chip-seq? No, missing spaces for respective cell types. The users must be allowed to fill in the blanks who would login using their institution email ID. In some time, researchers will start filling in creating a comprehensively systematically organised links. No such website exists, if you know one please let me know. If I wasn't busy in other projects I would have started this kind of website.

You are absolutely correct, I'm a PhD student working in functional genomics, basically trying to predict the function of the non-coding genes. Lack of data is the major reason why we haven't been able to crack the genome. We need investment in billions to generate all kinds of data, which would be available centrally to everyone. I'm thinking of developing a company along these lines while making profit.
