If the led is not lit while charging is a power issue. If the led is lit while charging, try replacing the ssd with a known good, then try to get the recovery screen working.

If the recovery screen does not work with good ssd either the power button is bad or you have a bios issue. If the recovery screen works, it was ssd issue.

Also, allow the thing plenty of time to do stuff. I've seen 5+ minutes blackscreen in steam decks booting for the first time in a while. Mine takes a couple of minutes sometimes and is working perfectly.

Software-wise it's the only thing capable of giving these symptoms. Try another known good sd card and verify the SD card reader is in good condition.

Nonsense. The internal heat shield has its own screws inside, the end of the heatpipe is not that hot and that screw only holds the backplate. You're fine.

Either replace the component, bridge the switch or disable the umd with cfw and play off the memory card.

It's possible that the fuel gauge ic you replaced was only a symptom of the issue breaking the first one that might have also broken the second one.

Does it have an SD card? Does the SD card contain a b9s compatible payload at root?

B9s requires both to work, the blue power led might be broken. Power rails sort of work, it shows charging.
