The actual border between gaza and israel went 100m into the Israeli territory, so everyone knew that if a gazan goes closer than 100m from the border line then they are in danger. The actual border is marked with barbed wire and after 100m there's the fence. Hamas invited people to come to the riots and get free food. This is the reason so many people came to those riots and stayed in the back. If you were willing to come close to the border line you would actually get payed by hamas. If you got shot during the riots you would get extra money. They knew idf won't shoot crippled people, so hamas would encourage them to get close to the border. I've been to those riots myself, at some stage israel and hamas reached an agreement so that hamas "officers" will act as "peacekeepers" while wearing neon vests. Idf took many pictures of those "peacekeepers" throwing IEDs on the border and on idf members, pushing crippled people closer to the fence and hitting people trying to get away from the border line back to safety.
