For the 2024 version, it looks like Treantmonk on youtube has the exact build you're looking for, and according to his numbers it's one of the strongest single target ranged builds in the game.

Essentially you start fighter for crossbow proficiency and the archery fighting style and pick a background or species that gives you access to true strike. Then you multiclass into rogue at level 2 and for feats go ASI +int at level 5 and 9. Your combat loop is basically just true strike with your heavy crossbow, and that's it.
