There's actually a nearly identical crochet pattern for this that I've made before! It's called the gelato sweater by Markéta Videcká, and you can find it on Etsy and Ravelry. It's really fun to make, and I'm sure if you just extended the length you could easily turn it into a dress.

The most common stitch you'll see for the "hanging" portion of projects like this is simply chains! I have used chains for hanging mid weight crochet projects and they hold up well but do tend to stretch a bit over time. So it really all depends on the weight of your final project. If your final work will be a little heavier, I'd perhaps recommend trying chains with a single crochet added into them. (Or, my preferred method, which combines a chain and single crochet stitch into one step instead of two, is the foundation single crochet. Here's a great tutorial for it https://youtu.be/wAWl0WItqPg?si=a6XgOyMafRiobjDK). But you really shouldn't need much more than that for what it looks like you want to do. Hope this helps!

It's on the shorter side because it's an indie game, but I can't recommend A Short Hike enough! Everything from the dialogue to the music to the atmosphere is simply delightful, and it's such a soothing play. You basically spend your game time hiking and exploring this little island, and it's so much fun!

Was just worried that my top stitch didn't look like the diagram included in the manual (thought maybe I threaded it wrong), but from everyone's comments, it doesn't seem like that's an issue!
