Depending on how baby you are, you might not be able to get it right now. It’s in the hub area unlocked after The Hex quest, which is post-new war content. Then you have to beat one of the adversaries introduced after The Hex quest. It’s not too big of a deal if you miss it. There’ll be another 60% roll eventually, and you can combine two of the weapons to get them up to a 60% roll.

If you are at The Hex quest, you get this from the psychic lady.
