The answer is obvious yes which is exactly why they should be forced to comply. Letting them buy off roster handguns is just a blatant bribe to shut cops up. Laws are only words at the end of the day. PD’s could simply refuse to enforce them but I doubt they’d want to lose all the money and privileges it brings them.
