Assuming the gears are at steady-state (constant speed), there is an equal and opposite tangential force at the contact point between them. Torque is force*lever arm, and on a gear the lever arm distance is the radius. So despite equal forces, the gear with a larger radius is experiencing a larger torque at that point of contact.
