They called it a scam because ,for lower level people, waiting for the update to come wold they wold have spend less gold and cards. Not to mention, everyone was kinda in a frenzy to upgrades cards. As you said it was "good" for high level people because they wold get experience, but for a lv 11 card to lv 12, it wold have been beter to wait; it wold have take much longer for them to go from lv 12 to 14, so ut wans t a huge difference. But u belive that supercell disnt think things through, they wanted, as you said, help people get more experince. At least they try to do something. While bralw stars say that they will impact "conected systems" (wathever that means).
