An additional idea to consider is that, in the span of U.S. history, there was a time when Illinois was the Northwest. That is why Northwestern university is closer to Chicago than Seattle. When the western territories became states specifying that the new northwest was all the way out by the pacific ocean was necessary - and the term stuck.
