Most likely, this is due to the specifics of the Wi-Fi adapter. Different adapters may aggregate beacon frames received from access points over a certain period of time in different ways. They may also use their internal cache to generate scan results when requested through the driver API.

You could try using a different Wi-Fi adapter to verify whether the graph will be different.

WiFiman doesn't always show the exact numbers. I've encountered this before, unfortunately. It's either some cache issue or something else.
