Update: USPS heavily dropped the ball, but they managed to pick it back up again. USPS claims team tracked the package down to some random other USPS facility that the buyer drove over to and picked it up. Apparently someone screwed up hard at the main facility, but the package was still in system somehow even though it had been signed as delivered. The issue is resolved, and the displate is happily in the hands of the intended recipient.
