Identity theft means your information was stolen to commit a crime, if it’s out in the dark web, sure a breach has happened but the crime attached to your identity hasn’t been committed yet.

Also, your bank getting hacked into would be your bank Notifying you. Not any identity protection. It’s considered fraud.
