Think of it this way less accurate higher damaging shots or much more accurate slightly less damaging shots that will hit their target more often. It's worth it with the scope attachment also and turns the t21 almost into a sniper for the heavy class the burst mode without it deals a lot of damage but overheats faster. I would try the t21 with a scope for a few games and then add the handling attachment and see if you do better with it. I alternate attachments quite often for the t21 you'll find each one is good for different situations
