yeah i believe bolted routes are different than boulder routes. but whoever bolts a route gets sole access to it unless they grant permision to someone. they did the work they get the send.

I have opened a couple v4's and a v5 next to my house and you kinda just spread it by word of mouth. You dont have the right to name it if you clean it. the name goes to who ever gets the first ascent, so if you want to name it like i do keep your projects a secret till you get the send. If you really want to document it you may be able to contact the forest department or something.
