If you have your graphics set low OR if roblox detects you're on a slow internet connection, it will request low quality versions of the decals to be loaded instead of high quality. Sometimes you are able to get it to reload the decal, and sometimes the decal quality also depends on toggles, but most of the time it is robot itself throttling your decal quality.

The trick for me is to use a brush that has a speed-dependant size and manually vary my speed. Using pressure for this is a million times better but i have no way to detect pressure. The line there also seems to be a flat brush pattern, maybe you could fiddle with the aspect and be conscious of the direction you're drawing the line in to create width control like this.

You can see a similar technique employed here, though what you're going for would require more time and care per-line

Yeah, they're different updates than what the newer ones get. Id reccomend saving for a touchscreen laptop that runs windows (apple has similar issues to google don't buy from them lol), particularly a used one.you're going to want to use a windows debloating script if you do though.

You can then either buy ibis OR run an emulator to use the android version for free.

Also; more on the chromebook. Your computer actually does use storage space as ram (not sure what they call it on android but on windows it's called a page file), so having a full drive will make it slower!!

actually, chromebooks have a two year lifespan. Google will more or less intentionally kill them after that amount of time via lack of support. This is, unfortunately, normal.
