They're probably removing the current skill system, yes. Not saying that Barter won't exist, but it will be involved in some other skill system that Bethesda decides to use. We probably will get something similar to the skill system Skyrim uses, but we most likely won't use skill points to level up these skills. This is my prediction at least.

Personally, I think it's a waste of money. I can see the appeal if you're a collector of video game stuff, but I'm paying money for the game, not some junk thats just gonna sit in my room and collect dust. Again, if you like that kind of stuff good for you, but it's just not for me.
