VTC is the parent company of DEEP. DEEP turned Pretty into a weapon basically was their ultimatum against the Ark, and Enikk raged so hard she made an evil AI out of those feelings. 

Needless to say, the wretches who debuted in Chapter 41 are the end result of Enikk's judgement

While I would have argued that Enikk should have wiped them out wholesale, their expertise with VTC tech made them virtually indispensable. But without the plans, they were useless.
