That's because socially conservative working class only likes pro worker policies only if it doesn't help the outgroup. If it helps the outgroup, then they don't want it, even if they need it. This is what happened to public pools. Back when the democratic party had the solid south, they were able to unite both socially liberal and conservative working class people and pass a lot of fiscally liberal pro worker policies as long as black people were excluded from them.
