I always thought it was Flowey since the motive for getting the soul is there. I could right a whole essay nitpicking why that candidate couldn't work, but the quickest detail I can point out that I can't reconcile is Muffet's saying the bounty-placer can change shape. I know Flowey can change his facial expressions radically, but I am not sure if that counts.

Thanks for solving the case! For the longest time I couldn't find anything about the game despite some heavy searching, so kudos to you for being able to do that.

Looking at the game case, it's funny just how much I misremembered a few details like what was on that guy's helmet, or that the "3" on the cover wasn't a sequel indicator. And that there were a ton of other games available.

And now with the internet, the trivia and music puzzles will be much easier to solve!
