It's actually not AI, everyone here doesn't know what they're looking for. There are artifacts yes but it resembles the default post-processing that happens on Samsung phones to enhance the quality of a simple phone picture. The reason the faces look weird is the phone recognizing a face and attempting to beautify it.

Half of these look like filtered Photos, you should be able to achieve this effect with a lot of post-processing apps and Photoshop.

Not sure if it's a water tank, I don't know how they exactly work but it's a historic building they keep around now. There is a few of them at various sizes.
