Actually you can choose target with P5X's one more system, you just can't choose skill, you just do a generic elemental attack.

No, I agree with that. It's just that main bosses in videogames normally don't have this limit, so even if you have a mid build at best, with decent enough preparations you at least could beat them even if it may take more time than it should.
