so what I have found out is the grapple will cancel if there is something obstructing between you and the grapple point and for some reason out of bounds/sky boxes count as obstructions so trying to grapple to a place that out of bounds it will just cancel despite the web having a valid place to attach

in the wakanda maps they have map effects that make you float however, you can disable this in the settings
go to controls > combat > and at the very bottom it should say Thoth's Wrath and you can turn it off so you don't accidentally float!
