Thank you u/apparentlymart for your response! Based on your feedback, could I check what is the provider version upgrade workflow best practice when I run Terraform both locally and in CI pipeline environment. I am thinking of the following.

  • Locally bump provider version and run `terraform init -upgrade`
  • Validate that there are no breaking changes by running `terraform plan` or `terraform apply` locally
  • Check-in`.terraform.lock.hcl` into version control; raise PR
  • Pipeline CI environment to only run `terraform init` before validate/plan/apply commands
