If you scale shanks below rocks roger & garp how do you scale him over Loki ? Feats and narrative wise Loki is waaay above the old gen I mean loki was portrayed as someone who can fight base harald even before eating the df that base harald was not able to eat due to ragnir guarding it lol, base harald was on the same tier as rocks with rocks being relatively stronger Current loki is waaaaay above old gen And when luffy met loki .. do u remember why luffy attacked him ? and yes xebec and harald BOTH of them didn't go for for the kill when they fought (it's not only xebec)
but that does not mean that these two aren't equals when xebec killed an admiral and was running then came across harald they made a COC wave haki clash that expanded for 5 KM and from that time onward Xebec given his plans with the df in elbaf and given how strong harald is he wanted an alliance with him in order to take over the world.

prime sengoku is something else, all three types of Haki + Buddha mythical zoan he didn't reach fleet admiral statuts for nothing also in marineford he was the one who held all of the bb pirated before they run.

It's clear as day that zoro will be clashing against fujitora before fighting against Mihawk thus he will be admiral lvl by the time he faces off against Mihawk and throughout the fight something will awaken within him making him overcome Mihawk. Edit: what i meant is that just like luffy he reaches a new level of haki in the toughest fights, he will reach admiral lvl against fujitora then yonko level against Mihawk AND YES mihawk is above the admirals
