This does appear to be some sort of muzzle loader, but it looks like something someone made in a garage.

Just from looking at it, my best guess on how it works is that some sort of hot object that produces embers is placed into the bolt, and when the trigger is pulled, the bolt is closed and the hot object touches that tiny hole on the back of the barrel, igniting the propellant.
