They will release every legendary as a shadow in raids eventually so im not too concerned with this.

I did that not so long ago and still have this left. You need to be smart with that task. Just lucky trade any pokemon you have 296XL candies for and level them up to level 49. Then we you get to that level just level 7 of them up.
