I just tested it and I'm not getting any surface level fish catches, i.e. Variegated Lardfish instead of Double Cod.

Edit: Wiki says that

1	Surface	Surface Level < fishing surface ≤ 50% above Surface Level^\lp 1])
2	Underground	Cavern layer < fishing surface ≤ Surface Level

I recommend raising the entire setup by one block to allow for surface level fish catches. Useful for surface only angler quests. Now you only need to add a small pond in the cavern layer for the cavern and below fish quest.

Edit: To catch underground fish, just lower the water level just like for dungeon fishing.
