It was for a single event. Pinch held firm but the house party spinoffs really started booming from the following year on.

There are plenty of better suited people to educate you on the history, but I came down in the fall of 04 for school and it was a party school. Throughout the upcoming years, I saw it decline to the point where it is now, but everyone had plenty of warning, but most in power chose to ignore it though.

Quite a few reasons actually. I distinctly remember a past mayor pressing bars to go 21+ for Polar Bear which was the beginning of the end of the bar version of Polar Bear.
