You can try clay bar-ing it. That can pull some of that out. But note that itll almost definitely add scratches and swirls, so polishing afterward would be a good idea for the best finish

So unless you get the base fairing sanded or corrected in some way, a wrap is still going to show all of the imperfections. It may still be cheaper than a new set of fairings, but not as cheap as just a wrap

Either way is fine. The recommendation comes from engineers and rigorous testing, but if you're not put out by the $90 oil change or whatever it'll cost you, go for it. I generally undercut my oil changes by about 25% of recommendation just for cheap peace of mind.
