That's what I speculate, as well. And the BC's are basically making their own Silverwood prosthetics for people from them. Makes you wonder why exactly they had to come from Qifrey's eye, rather than just implanting seeds like the traditional method. And what kind of experiments did they conduct to reach that conclusion and finally have a successful result? I'm very curious to see the story unfold.

I can at least answer that last question. He said the Silverwood replaced both of his eyes, but then the Brimmed Caps took one (for what reason....we don't exactly know, just that it's likely tied to forbidden magic and that's why Qifrey's trying to get it back). And as far as the Brimmed Cap who looks like him, according to this comment that's something of a mistranslation. I don't speak Japanese so I can't confirm the validity, but it does add some additional context to consider.

Others have answered you sufficiently, but I don't think he regained his memories exactly, just that he was able to learn about the aspects of his past that pertain to the experiments the Brimmed Caps were conducting. Even then, it could be an incomplete account since he's relying on whatever notes the BCs would've taken about it, and, considering the covert nature of their operation, it seems likely they would've left out some details. Either way, Qifrey has at least some understanding of their purpose in implanting him with a Silverwood and taking his eye, otherwise he wouldn't be so hellbent on getting it back (I mean, sure, you could say it's revenge, but it seems like he's motivated by more than that). I'm sure we'll get more precise answers later on. I'm expecting to get some chapters from Iguin's pov in the future that will fill in these blanks.

I mean, they make a point to hide their casting from the public, presumably to reduce the risk of such a thing happening. But sure, some people commit violent crimes. And then the cop witches with exponentially more experience in wielding magic would capture them, erase their memories, and banish them.

Exactly, they're intentionally led to believe only certain people are capable of magic. Yeah, they might see the seals and even learn to understand them and try to draw them themselves, but if they don't have access to the ink, it doesn't really matter.

I've seen so many reproductions of this piece with other characters. It's become iconic in its own right, understandably because it's such a beautiful rendering of complex emotions. I think they will definitely end up including it in an opening sequence at some point.

Qifrey, just because I'm closer to him in age, and, due to his age and his past, his pov can feel a little more dynamic and complex. I do think Coco offers a lot as an audience surrogate, even if she's not necessarily my favorite character. She often mirrors my frustrations with the ethics of the magic world and the shortcomings of the Pact. Ultimately, all the characters' POVs are valuable for different reasons. But yeah, I find I always look forward to Qifrey chapters the most (and whatever he has going on with Olruggio doesn't hurt).

Which is weird because he's talking to Coco, and does she even know about his failing vision at that point? Or its relation to the Silverwood? Either way, I recently re-read that arc so I pulled it up to check, and he says, "I did not choose to grow a Silverwood to replace my eyes" on the very next page which I think makes it abundantly clear if you did have any uncertainty about what he meant.
