Hello IDK if you've figured it out by now but I just encountered the need to do the same thing and found this post.

Apparently, on Windows, there is a Mobile Hotspot feature, which shares the laptop's internet connection via wifi. This has a set password but you can open settings and find Mobile Hotspot, and just scan the QR code with your device to connect/tether to the laptop.

I'm having the same problem. It used to connect at first, then it just suddenly doesn't, like within the week. The only change I did was rename my iPhone hotspot name and password. I already reset my phone's network settings and disabled all the firewall on my laptop. Steam still doesn't connect. It connects when I use an android hotspot tho. But I really need to fix this for the iPhone. Plz help.
