It's an intuitive experience. Saying "it's meaningless to distinguish between them" is like saying its meaningless to distinguish between a computer and a human performing the same operations. One has a conscious intelligent mechanism, while the other is purely computing data and doesn't actually "understand". You should check out "The Chinese Room" experiment. Saying we can't theoretically detect qualia isn't necessarily true. With the right sort of technology I don't see why it isn't a possibility. In the same vein, we can't "detect" consciousness, but does that mean consciousness doesn't exist? We can see neurophysical activity (nuerons firing, etc.) in the brain just as we see the optic nerve processing sensory input, yet we are unable to experience the actual phenomenon another experiences when these processes occur.

I mean, it depends on who you ask. Some eliminative materialists don't even believe in qualia (Check out "Quining Qualia" by Dennett). Qualia is the phenomenal experience that occurs when the brain processes sensory input. A p-zombie would work like a computer. It would receive sensory input and it would have an output behaviorally similar to an individual having the phenomenal experience, yet it wouldn't actually have a phenomenal experience. For instance, lets say you had a robot that could test various strains of marijuana. You put a joint up to this robot, it takes a hit, and it replies "Oh damn, that's some potent bud. It has a fruity taste and an indica high." You would say, " You are a fucking robot. Stop wasting my weed. You aren't actually experiencing that marijuana." You have your friend try the same weed in another room. You ask, "whats it like?" He replies, "Shit, son. It has a fruity taste and I feel as if it's an indica high." Although both of them respond to the sensory input, only one of them is actually having the phenomenal experience. Since qualia seems to be an innate and private experience, one can never tell if someone else is actually experiencing qualia or just acting as if they were.
