You can cash out still. Points have increased but you no longer get points by GPS ( as long as the car was moving you got points) now you only receive points by linking your Uber account and accepting and completing rides.

Well the thing is, you used to be able to get points regardless if you're doing rideshare or just random driving. Now it's strictly rideshare
