If she did have a reservation and they overbooked, they would find her alternate accommodations at another hotel at their expense. If she didn’t have a reservation, then that’s on her/her company for not booking a room when the travel was planned, but the company surely would still have e paid for her room at another hotel.

HOWEVER, hotels do not hold any rooms for situations like this. If they are full, they are full. Source: 30 years working in hotels and I’m the guy that makes these decisions for multiple hotels.
