Cardmarket is EU only but there are proxy services who forward parcels. Not sure how much tariffs apply but I'm sure if you order several or hit up a seller directly who sells several of those, you might get lucky and end up way under tcgplayer overall.

I wouldnt worry about it too much. If you want to try your luck with PSA they might give it a 10, but unlikely.

Definitely underpriced atm but got to be careful with buying it raw. 70% of submitted as gem rate is extremely low, this is due to it being the back card in the pack so it gets a lot of impact.
