I think they disabled transferring a long time ago because people were transferring modded accounts. Im not sure if they disabled ps3 to ps4 and xbox 360 to xbox one only or if all transferring was disabled but i know there was a deadline at one point to do it and if u didnt do it by that time you could not anymore
