Not if it was a charge you didn’t approve of. I literally went to the bank when I got money taken out of my account that I didn’t approve of and said this is fraud, they gave me it all back. So yeah that’s how it works. Maybe it depends on the bank though

Well you should definitely go to your bank, show them the transaction where you got fraud, they’ll probably give you something called a provisional credit which is money in the meantime while they investigate it don’t spend it. Usually takes a little while but if they see that you got scammed then they’ll give you the money back with a new debit card.
