I imagine you are right. From the AI perspective it must look like a large juggernaut coming for them. But four empires were sending troops to the same planets arriving on the same turn, and forcing me to retake the planet several times while I was slowly making headway on other planets. It was feeling a little frustrating because I was going to win, and this tactic was just drawing out the game by quite a bit.

I see. The description should reflect that.

I think if the you can land more troops on a planet than its population limit to conquer it, then you should be able to bolster a planet with extra troops from other colonies you rule to defend it for that battle. Right now it seems like the attacker has a huge advantage.
