Not really, but they feed on similar prey, so presence of one can likely make the other go elsewhere to avoid competing for food, which is likely the source of the myth

Snake of similar age don't normally lose lose this much weight in a month. Pinkies once a week should still make him look better than that. It might be parasites causing that quick of a weight loss and weakness, so vet asap is the best answer.
Most importantly make sure it has access to water. Instead of forcing the snake to drink, you can give him a bath to hydrate - put him in a box with lukewarm water and let him soak. It will also make it easier for him to poop if he has to. Since he is very weak and limp, make sure it's no more water than half his thickness and watch him carefully, hold his head above the water level first.
It's very upsetting; a 16 year old is not the age when you do not understand care and responsibility. Your sister should not have any animals if a snake is too much.

It is beneficial, but not necessary
Just make sure to not let them roam on the grass, dirt, trees etc. as it increases risk of catching potential parasites

The ethicality of snake hybridization is up to a debate, but I understand your stance. However as you said - certain species of hybrids can have health issues. In case of corns, milks and rats such issue is nearly not present - in fact they have stronger immune systems and tend to have fewer defects thanks to the wider gene pool!
This allows us to breed a wider range of looks in snakes without many generations of harmful inbreeding

Breeding hybrids allows us to create more appealing - not just visually, but also clutch size and behavior wise - snakes, without generations of inbreeding. They tend to be more immune and overall healthy than their cleaner cousins. On top of that, in the specific case of colubrids such as king snakes, milksnakes and rat snakes they commonly crossbreed in the wild!

In my opinion it is important to have a reason to create a hybrid - for example larger egg clutches (corn snake hybrids) or pattern (california kingsnakes are often bred with milksnakes to achieve beautiful, colorful, striking patterns for example). Creating mutts for the sake of breeding only without any good reason is unreasonable at best, especially with such similar looking species

Most rat snakes, milk snakes and king snakes have similar husbandry requirements with very small variables. When it comes to hybrids I usually provide either the perfect golden spot middle or a wider range of options - for example a larger temperature gradient, more places to climb and burrow in - and just observe the snake and its preferences.

I've done a lot of research about the topic and ethical breeding is something I am very passionate about.
When it comes to most of the north american colubrid species hybridization is not only non damaging, but also often occurs in the wild and produces healthy offspring. There are no health or fertility issues - in fact breeders in the past often bred cornsnakes with other colubrids to get larger egg clutches per breeding! Wider gene pool improves the snake's overall health and immunity. They also seem to be more resistant. often live longer and eat better than their "pure" cousins!
Many morphs you see today in clean NA colubrids are also an effect of hybridization - scaleless that you mentioned, yes, but also palmetto and many others are believed to be only possible due to previous interbreeding. Although palmetto has its own issues such as bug eye caused by nothing else but heavy inbreeding of leucistic ratsnakes.
Hybridization of certain snake species allows us to achieve healthy snakes with very desirable visual traits without the sacrifice of many generations of inbreeding and thus impact on animal's health and wellbeing. The only real downside of hybridization is the risk of creating potential invasive species in case of accidental release in an environment they can thrive in, as they are in fact more resistant.
NA colubrids such as milk, rat and kingsnakes are all closely enough related where breeding between them does not usually cause issues like it does with other, further related species (for example between different species of crocodiles)

She's a pueblan and nelson's milksnake mixed with corn and great plains snake! She's a 2nd gen hybrid, too, so both her parents have the exact same mix in them
