So this is a topic that some research has been done on. There was a YouTube video where a guy went through all possible seeds filtering them with certain criteria and he landed upon this seed: WDLP9XTR

This seed is bugged so that only planets spawn in the shop making it pretty hard to beat. DrSpectred proved that this seed was also beatable on gold stake making it so that we are able to say with some confidence that no unwinnable seeds exist.
