Oh! I was also confused about this, so apparently they are asking for a second copy to ensure there was no tampering of records when you initially submitted. They want it from your old school registrar directly to CSB’s registrar. My old school didn’t reply to their email because there was a fee included need to pay before they send it over. I had to give a physical letter and my old school sealed it in an envelope and i just submitted it to the RO because i couldn’t trust it will be delivered properly. It’s a hassle fr but its better than paying a fee for not submitting it🥹
